National Pharmaceutical Council (NPC) Chief Science Officer Robert W. Dubois, MD, PhD, will present “Paying for Quality: How to Promote Optimal Use of Appropriate Therapies” with Tom Valuck, MD, partner, Discern Health, and Fiona Wilson, MD, senior vice president and chief of clinical transformation, Brown & Toland Physicians and CEO, My Health Medical Group, at the Tenth National Pay-For-Performance Summit today, March 3, at 4 p.m. PT in San Francisco. Their session will review recent research and provide both policy and practical perspectives on implementing incentives to meet both clinical and financial goals for payers, providers and patients.

Dr. Dubois will speak about the potential tension between overuse of treatments that fee-for-service incentivizes, as well as the potential underuse of treatments that bundled payments may produce. He also will discuss the need for quality measures to ensure optimal and appropriate use of resources. Dr. Dubois will:

  • Explore the end-stage renal disease bundling experience, and how the Centers for Medicare and Medicaid Services are adding more quality measures; and
  • Discuss how current financial incentives to achieve quality targets are substantially less than the incentives to cut costs.

Dr. Valuck will highlight findings from the research white paper, “Accountable Care Measures for High-Cost Specialty Care and Innovative Treatment,” that sheds light on gaps in quality measurement and missed opportunities to promote improvement in patient care and health systems. He will present the challenges and opportunities that exist to obtain a robust set of quality measures, while not overburdening providers with data collection demands.

Dr. Wilson will deliver the provider’s perspective by answering questions, such as:

  • What challenges do health care providers face with a robust set of quality measures?
  • How do providers use quality measures to improve internal performance?
  • What are the optimal financial incentives for individual providers, and how much of their compensation should be bonus-based?
