1963

This first edition of the Pharmaceutical Benefits Under State Medical Assistance Programs series, titled “State Welfare Programs 1963,” takes a closer look at the ways states provided medical care for recipients of public assistance, as well as the costs associated with that care. At the time, there were two principal mechanisms: States made direct cash payments or provided a public assistance allowance to welfare recipients, or states provided medical assistance through vendors, such as doctors or dentists, and made the payments directly to those health care providers. Some states also utilized welfare prescription programs to provide medicines to public assistance recipients. The National Pharmaceutical Council’s early interest in state prescription programs stemmed from concern over whether physicians would be able to prescribe the brand drugs they considered to be in the best interests of their welfare patients, whether compulsory generic prescribing regulations were adopted by states, or whether restrictive formularies were being used.
